This study seeks to understand the implications of Community Water and Sanitation Agency's changing role as a water utility service provider. It examines how this transformation impacts on the roles of other actors in the rural water service delivery subsector and indicates what gaps need to be addressed as preconditions to CWSA standing a decent chance of succeeding as an effective subsector utility.
